Kaiser Bill Solitaire uses two decks (104 cards). You have 27 tableau piles arranged in a 3x9 rectangle and 8 foundations. One card is dealt to each tableau pile. Space is left below each row of tableau piles.

Aces are moved to the foundations during play.

The object of the game
To build the foundations up in suit to kings.

The rules
The top cards of tableaus piles are available to play to the foundations if this tableau pile is in the last row or if all tableau piles directly below it are empty. You may build tableau piles down in suit. For this purpose cards can be taken from any tableau pile. One card or group of cards in the proper sequence can be moved from pile to pile. An empty tableau pile cannot be filled from other tableau piles.

When you have made all the moves initially available, click on the stock pile to one card to each tableau pile, and continue playing.

There is no redeal.
