New York Solitaire

New York Solitaire uses 104 cards (2 decks). You have 8 foundations and 8 tableau piles. One card is dealt to each tableau pile at the start of the game. The next card is placed above. This will be the starter card of the foundation. The seven other cards of the same rank will be placed next to it during play as soon as they are available.
The object of the game
To build the foundations up in suit until each pile contains thirteen cards.
The rules
You may build tableau piles down in sequence and alternating color. Only one card at a time can be moved from pile to pile. When any tableaus are empty you can fill the space with any card.
When you have made all the moves initially available, begin turning cards from the stock pile to any of the three waste piles. You can move cards from the waste piles to the tableaus and to the foundations according to the rules.
There is no redeal.
Comment
The rules state that you can move only one card at a time. But as a shortcut, BVS Solitaire will allow you to move a full or partial build if there are enough empty tableau piles because you would have been able to get the same result by temporarily moving the extra cards into the empty tableaus.
